    This position is responsible for managing a defined portfolio of products and services as part of the overall contract portfolio for Tractor Supply. This position will develop, negotiate and administer solicitations, contracts and agreements optimizing price, delivery and terms. This position will maintain relationships with vendors and contractors to ensure good, reliable sources of supply and information. This position will work with the Director, Procurement and internal stakeholders in an effort to select, implement and communicate contracts that support the needs of TSC. This position will monitor market trends and conditions to ensure that contract portfolio is benchmarked appropriately, and will work with internal stakeholders to standardize and optimize across the Company as appropriate.

    Responsibilities

    • Implement category or commodity strategies to optimize business efficiency. Execute elements of the overall operations category strategy to ensure service delivery improvements. Perform category management including strategic sourcing, supplier relationship management, contract, performance and risk management. Perform procurement reporting and analysis of management information to identify potential improvement opportunities. Identify innovative procurement solutions that provide cashable savings and process efficiencies for the organization. Address vendor issues to ensure the highest level of service delivery. Maintain contractual and business relationships with vendors. Facilitate implementation of procurement change initiatives within category to improve business performance. Develop and maintain expert knowledge of respective global supply markets, competitors and product innovations. Build strong relationship with stakeholders. Plan and execute effective negotiation processes with vendors. 
    • Administer and Manage on-line eSourcing system for electronically soliciting RFI's, RFP's, ITB's, and Reverse Auctions. Develops specifications and/or collaborates with designated department personnel regarding items and services for purchase. Prepares and evaluates specifications and RFI/RFP/RFQ's in conjunction with requesting TSC departments ensure they are reasonable and not overly restrictive. Controls and distributes TSC RFI's, RFP's, ITB's, and reverse Auctions to vendors and qualified, interested businesses. Controls, manages, reviews, and distributes external responses of the same to TSC Management. 
    • Reviews price quotes, availability of items and/or services, determines compliance to specifications and/or qualifications, and proposes purchase recommendations to the department. Tracks and controls competitive solicitations, purchase requisitions, and purchase orders to ensure expeditious processing and procurment of the required goods and services. Negotiates with vendor representatives as required.
    • Reviews requests for purchase of supplies, equipment and services to determine appropriate procurement method in accordance with TSC's Purchasing Policy. Provides timely assistance and appropriate information to all TSC functional departments to meet purchasing needs. Process purchase requisitions and awards purchases as appropriate.
    • Research, audit, investigate, and qualify existing and prospective suppliers base on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history. Provides assistance, instructions and information to suppliers and prospective suppliers on TSC purchasing policies and procedures. 
    • Monitor and analyze changes affecting supply and demand, tracking market conditions, price trends, or futures markets. 
    • Work collaboratively with all internal stakeholders to determine and ensure their needs are met in a timely manner; inform departments of new products, prospective suppliers, and arranges for samples and demonstrations. 
    • Prepares various statistical and financial reports from the e-Sourcing and Purchasing system for management review and use. 
    • Investigates sensitive or unusual issues or complaints regarding vendors/products
    • Serves as liaison between vendors and department personnel. 
    • May perform other duties as assigned 

    Qualifications

    Education and Experience

     

    • Must have or be willing to undertake CPSM / CPSD qualification or international equivalent.
    • Associate or Bachelor's degree in Purchasing, Materials Management, Business Administration or related field preferred. A minimum of 5-7 years of purchasing/procurement experience and working knowledge of Microsoft Office (Word and Excel) is required. Any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilitites for this job may be substituted for required years of experience.

Ability and proficiency in MS Windows and Office products. Ability to work both independently and collaboratively; positively handle conflict and work in a fast-paced environment. Ability to self-motivate, work with a sense of urgency and to proritize tasks. Display high degree of attention to detail without losing sight of the big picture. Ability and willingness to embrace TSC Mission and Values. Knowledge of business principles, such as purchasing, materials logistics management, business and contract law. Applied knowledge of business principles and analysis techniques such as price and cost proposal.
